It has been an honor and privilege to serve on the Board of Directors for 3 terms since 2021—2 as President. I have approached this role with deep appreciation, pride, and a strong sense of responsibility. I am now seeking a final term—not to serve again as an officer, but to help support a smooth leadership transition and offer continuity as the Board welcomes a new President.

Over the past 4 years, I’ve witnessed remarkable growth in our small but mighty association. I am especially proud of the following accomplishments:

* Formalizing contracts and updating job descriptions for our contract staff to ensure compliance with state and federal regulations.

* Collaborating with our Executive Director to oversee the ratification of our updated bylaws.

* Co-chairing the Recycling Update Program Committee (2023–2025), with one the most diverse speaker programs and the latest policies and topics in resource recovery in Northern California.

* Producing 2 of the largest Recycling Update conferences in NCRA’s 30-year history.

* Supporting our Legislative Chair and partners during NCRA Lobby Days in Sacramento (2024 and 2025) because we deserve a seat at the table of legislation that impacts or advances zero waste.

* Establishing a policy ensuring NCRA donates to a local Indigenous organization in the community hosting Recycling Update, because we can and should REMATRIATE the land.

Serving our community of compassionate and dedicated zero wasters has been one of the most rewarding experiences of my professional life. I look forward to continuing to contribute to NCRA’s mission, supporting the next generation of leadership, and of course fighting landfilling and incineration.

Naama Brenner Abramovitch

Incumbent, member since 2017

I believe NCRA plays a vital role in our industry, continuing to lead the zero waste movement and providing a platform for our members to be able to communicate, share ideas, and navigate key regulations such as SB 1383 and SB 54. I’m asking for your vote to continue contributing to NCRA’s growth and supporting our vibrant and dedicated membership community.

For the past nine years, I have worked as a Recycling Specialist at Napa Recycling. I bring experience and perspective from across the industry, representing a highly respected hauler/processor that operates multiple recycling and composting facilities. I work in close collaboration with Napa County in providing education and outreach.

I joined NCRA in 2017 and was elected to the Board in 2024. Over the past two years, I have been active in different committees such as Membership Engagement and Activities Committee (MEAC) and the Finance Committees. As the chair of the MEAC, I help produce events that connect, build, and support our community. One of the highlights was the successful Green Drinks after Recycling Update 2025. I love seeing our community show up and participate; our members’ positive energy and support truly warm my heart!

This past year, I have served as Vice President, where I gained valuable insight into the organization, supported the President and Executive Director as needed, and helped shape NCRA’s direction on the Executive Committee.

Devin Jackson

Incumbent, member since 2020

I am honored to serve as one of two Vice Presidents on the Executive Board of Directors for NCRA and as Chair of the Zero Waste Schools Committee. Since joining NCRA in 2020, I have worked to expand zero waste education, mentor Zero Waste Youth, and guide schools and districts toward lasting waste diversion solutions.

Professionally, I am a STEM/STEAM teacher and Environmental Sustainability Coordinator, plus an Education Specialist with Race to Zero Waste. My work in school and community sustainability has been recognized with the 2021 Contra Costa County Leadership in Sustainability Award, the 2018 & 2024 California Green Ribbon School Award (Bronze), and multiple NOAA Ocean Guardian School honors. I serve on the Contra Costa County Sustainability Commission, representing K-12 and higher education institutions, and hold a California Administrative Services Credential supporting leadership in K-12 school districts.

If re-elected, I will continue to strengthen partnerships between education and zero waste, expand youth leadership, and advance NCRA’s mission for a sustainable, circular future.

Bailey Hall

Hello, NCRA members! I’ve been a board member since 2022 and your Legislative Chair since 2023. I’m excited to be running again for the 2026/27 term, and I’d be honored to receive your vote.

As the NCRA Legislative Chair, I’ve been busy tracking waste-related legislation and signing/ writing support letters on NCRA’s behalf. I started our organization’s first Legislative Tracker excel sheet and started holding monthly meetings for members interested in advocacy work in 2023. In 2024, I co-planned (with the amazing Gwynn Mackellen) NCRA’s first Advocacy Day at the state Capitol in decades. For two years in a row, we’ve gathered about 30 passionate NCRA members to listen to guest speakers, learn about priority bills we selected, and meet with legislators and staffers to lobby for our organization’s positions. It was an incredibly exciting and rewarding experience, and I’m looking forward to planning and attending more!

I find this position so rewarding, and I feel like I’ve just gotten started. I want to help make Advocacy Day a permanent, annual event for NCRA and for our organization to be a notable player in California legislation. I’d also like to help plan legislative activities for NCRA members like educational webinars or postcard-writing sessions. I’d love to continue as the Legislative Chair or co-chair, and eventually pass the torch on. Thank you for your vote!
